Canada lags many of its peers in innovation and productivity growth and also in environmental protection. The existing debate in Canada suggests that we can’t do better along both dimensions at the same time – and that we need to choose between a strong economy and a healthy environment. But this is a false choice, and fails to recognize the close long-run interdependence of our economic activity and our natural assets. It also fails to recognize the full range of policy tools at our disposal.
